As ratepayers in Carling Township, we collectively own a number of assets: roads, bridges, parks, and facilities. The municipality manages those assets on our behalf, keeping them in good working order and replacing them as needed. The Asset Management Plan is used to direct infrastructure funding from tax dollars or senior levels of government to the areas that need it the most.
As of 2019, we owned about $35 million of assets. These numbers do not include the new recreation centre or mobile equipment such as trucks and first response vehicles.
Our assets include 88 kilometres of managed roads, 9.5 km are pavement, 53 km are tar and chip, and 26 km are gravel. A schedule of road maintenance is attached to each budget year. You can find that schedule on the Carling Township website.
One of the biggest complaints, unfortunately, is out of our hands. Highway 559 and Shebeshekong Road are owned by the Province of Ontario, and maintenance of both roads is done by the Ministry of Transportation. I've attended many council meetings and seen the frustration experienced by the current council as they try to get action on 559. But as I write this blog, construction signs have gone up and some equipment has just shown up along 559, so perhaps something is in the works.
